What are you trying to do, and how does it fail?

Gmail's POP only downloads each message once, but that is normally
sufficient, because Thunderbird and and other POP clients store the
messages on your computer.
Resetting "Download all" results in downloading the same messages
again.  It is not necessary for downloading new messages.
* The exception is when you want to download messages to multiple
devices, or for devices, like some phones, that do not store the
messages.  In either of those cases, you can use 'recent mode':

Gpop in 'recent mode' works almost exactly like traditional POP
servers, except that only the messages from the last thirty days are
available.
