By default, the wikis in Google Code Project Hosting are editable only
by the members of the project. There is a bit that can be flipped to make the wikis world-writable, but then the team must be prepared for vigilance against spam. In the case of the changelogs, the possible user contributions wouldn't be worth the time spent moderating spam.
